The U.S. government has officially announced that it has reached a preliminary trade framework with Vietnam, while also releasing the key agreements signed or issued on President Trump’s first day in the country.
The move signals that bilateral strategic and economic cooperation is accelerating rapidly. It also marks the first concrete negotiation outline since the U.S. imposed a 20% tariff on Vietnamese goods in July.
According to the framework outlined by Washington, Vietnam will grant more favorable market access to almost all U.S. industrial and agricultural products, significantly expanding opportunities for American goods to enter the Vietnamese market. In return, the United States is considering zero tariffs on selected Vietnamese exports as part of a reciprocal arrangement.
Although the two sides have not disclosed exclusion lists, priority items, or the specific products eligible for zero tariffs, the statement emphasized that the final agreement is expected to be completed “within the coming weeks.” This indicates that negotiations have moved beyond principles and are now entering the final stage of text consolidation.
Following this summer’s tariff adjustments, the new framework is seen as a recalibration of U.S.–Vietnam trade policy—maintaining U.S. negotiating leverage while using targeted market openings and tariff reductions to send a positive signal to supply chains and global businesses. For multinational manufacturers, procurement teams, and investors, the framework provides clearer direction for future planning.
The proposed trade framework highlights not only the deepening economic complementarity between the two countries but also the increasing strategic importance of U.S.–Vietnam relations as global supply chains undergo major restructuring.
